No, what was allowed that was done isn't a cheat. What is not allowed that is done is a cheat. The main objective that time was about how would they gather information without getting caught. Of course, the rule said not to get a zero point, so either he got that one point on the last question or it was just for distraction because the 1st test was gathering information and the second (aka last question) was for determination or will to never give up. In real life situation about the gathering information is that if the enemy catches you trying to gather infos, you'd be in trouble and even your team if u have.

But my point is that Naruto believed that copying others' a cheat and not allowed but he still decided to get 0 points instead of copying Hinata's paper

Yhthat part, but thanks to the watcher, it was for a short time. Well he did chose to get 0 point on purpose because first, he saw someone was watching him and then he realized that it wasn't right and it would also drag Hinata if he does. If he would have wanted to cheat more, he could have said wait for the watcher to look away then he gets to copy her answers. Instead, he kept feeling hopeless.
